DIVISION 10 (D1SR) MSSEP MANUAL: Division 10 of District 1SR has prepared a Marine Safety, Security and Environmental Protection Manual as a reference guide for Flotilla MS Officers (FSO-MS),and to assist in the establishment of individual flotilla MSEP programs. The manual has sections on Training, Multi-mission Patrols, Emergency Readiness Planning, MARSEC Surge Preparedness, and Activity Record Keeping. It also contains a guide for 2005 Performance Indicators, and a 2005 Events Calendar. While the manual is Division 10-specific, thus including details applicable only to its AOR, it can also serve as a model, template and guide for other flotillas, divisions and/or districts to use in developing similar planning and reference manuals for MDA activities. The manual can be accessed in Microsoft WORD format, or Adobe Acrobat format, and the performance indicator template as an Excel file: Division 10 2005 Performance Indicators. AUXILIARY TELECOMMUNICATIONS: The 05/2005 edition of the "O" Department's Up Top in Operations discusses "Wide Area Auxiliary Communications" and the "Why" of using repeaters -- plus the use of VHF non-marine frequencies, and the "Why nots" concerning the use of HAM Radio. (Posted 4/10/205) MTSA and the Auxiliary: In the April 2005 edition of Safety Lines, Auxiliarist Karel Kester (DVC-MS) recaps the MTSA, and provides updated information about how Auxiliary members are involved at MSO San Francisco Bay and MSO St. Louis. She also presents some tips on how the Auxiliary can get more involved in these endeavors throughout the country. (Posted 05/09/2005)

PURPOSE. THIS ALCOAST PROVIDES GENERAL INFORMATION REGARDING OPR-III WITH THE AIM TO ASSIST COMMANDERS IN BEST LEVERAGING OUR VOLUNTEER RESOURCES IN BOTH OPERATIONS AND OPERATIONAL AND ADMINISTRATIVE PLANNING. 2. BACKGROUND. OPR (ALCOAST 010/02) CONTINUES TO BE EFFECTIVE IN ONGOING INITIATIVES AIMED TO INCREASE THE OVERALL READINESS AND CAPABILITY OF CGAUX IN SUPPORT OF PORTS, WATERWAYS, AND COASTAL SECURITY (PWCS) OPERATIONS AND TRADITIONAL MISSIONS, IN CONJUNCTION WITH MARITIME SECURITY (MARSEC) LEVELS 1, 2 AND 3. OPR HAS PREPARED CGAUX FOR FUTURE SURGE OPS SUPPORT, PROVIDED MORE OPPORTUNITY FOR ALIGNMENT WITH ACTIVE DUTY UNITS DURING SURGE OPERATIONS, AND PROVIDED A HIGHER LEVEL OF GENERAL SUPPORT TO THE FULL SPECTRUM OF MISSIONS WITH AN ON-THE-WATER AND IN-THE-AIR FOCUS. OPR-I FACILITATED A FLOTILLA-LEVEL ROUND TURN ON MEMBERSHIP AVAILABILITY, SKILL SETS AND QUALIFICATIONS, PLANNING TO INCREASE THE NUMBER OF SURFACE AND AIR FACILITIES, AND FACILITY OPERATORS AND CREW, AND ESTABLISHMENT OF DEDICATED CGAUX LIAISON OFFICERS TO MATCH THE RIGHT AND READY VOLUNTEER SUPPORT WITH UNIT NEEDS. OPR-II REQUIRED DATA COLLECTION FOR EACH AND EVERY AUXILIARY MEMBER AND FACILITY (SURFACE, AIR, AND COMMUNICATIONS). NOW OPR-III FOCUSES ON EXECUTION AND DEPLOYMENT, PROVIDING PLANNING TOOLS AND NEW INITIATIVES FOR THE CG TO FURTHER CGAUX CAPABILITY AS AN EFFECTIVE VOLUNTEER FORCE MULTIPLIER. 3. OPR-III HAS SEVEN MAJOR INITIATIVES. THE TARGET DATE FOR COMPLETION OF PLANNING FOR ALL INITIATIVES IS 1 APR 04. A. AUXILIARY SURGE OPERATIONS. THIS INITIATIVE FOCUSES ON JOINT CG/CGAUX PLANNING FOR MAXIMUM, LOW RISK PWCS SUPPORT AND RESPONSE IN CONJUNCTION WITH MARSEC LEVELS 2 AND 3. IT INCLUDES THE IDENTIFICATION OF BACKFILL ALIGNMENT ASSIGNMENTS AND SPECIFIC ROLES AND MISSIONS, SUCH AS PREPLANNED DESIGNATED, LIMITED MULTI-MISSION PORT AND HARBOR PATROLS. OTHER ROLES TO CONSIDER: SAR BACKFILL, ADMIN AND LOGISTICS SUPPORT (E.G., CUTTER LOGISTICS HOMEPORT TIGER TEAMS), PORT AND BORDER OVERFLIGHTS, AUX SUPPORT OF SECURITY AND SAFETY ADVISEMENT AND PRESENCE PATROLS (BOATER EDUCATION/ADVISEMENT OF SECURITY/SAFETY ZONE EXISTENCE/BOATER ENCROACHMENT AND DETERRENCE OF ILLEGAL ACTIVITY THROUGH MERE PATROL PRESENCE), AND UNIT LEVEL TRAINING AND PMS SUPPORT. B. AUXILIARY STANDARD OPERATIONS- MISSIONS, PATROLS (SURFACE, AIR, SHORESIDE), CGAUX FACILITIES, PEOPLE. AUXILIARISTS AND THE COMMANDERS THEY SUPPORT WILL MEET TO ESTABLISH OR REVIEW MARSEC LEVEL 1 OPERATIONAL REQUIREMENTS AND PLANS. THESE REQUIREMENTS AND PLANS SHOULD FOCUS ON INCREASING SUPPORT LEVELS TO TRADITIONAL, NON-SECURITY MISSIONS (E.G., RBS, SAR, ATON, AND MARINE SAFETY), AND ALSO MAXIMIZING SUPPORT TO PWCS OPERATIONS. THE OPR-III REVIEW SHOULD ADDRESS CG OPERATIONAL GAPS WHERE CGAUX RESOURCES COULD BE USED AND ALSO IDENTIFY CGAUX FACILITY AND PERSONNEL SHORTFALLS AND FIXES, E.G., BOAT MOVEMENT PLANS. C. DISTRICT FACILITY MAPPING. - COLLECTION, PLOTTING AND DISPLAY OF POSITIONS (LATITUDE/LONGITUDE) OR LOCATIONS FOR EVERY RESOURCE, INCLUDING BOATS, AIRCRAFT, RADIOS AND WATCHSTANDERS. THE END RESULT WILL BE A GEOGRAPHIC DISPLAY OF FACILITIES AND WATCHSTANDERS AVAILABLE FOR USE BY CG LEADERS. THIS INFORMATION WILL MESH WITH THE READINESS MANAGEMENT SYSTEM (RMS) AND BE DISPLAYED USING THE GLOBAL INFORMATION SYSTEM (GIS). D. READINESS EXERCISES. LOCAL, PERIODIC DEPLOYMENT DRILLS WITH A FOCUS ON MARSEC LEVELS 2 AND 3 TO SHARPEN SKILLS AND TEST THE EFFECTIVENESS OF PLANS. E. MTSA AND MDA SUPPORT. AN INITIATIVE TO DEVELOP CGAUX SUPPORT ROLES IN CONJUNCTION WITH BOTH EMERGING MARITIME DOMAIN AWARENESS (MDA) OPERATIONAL AND PUBLIC OUTREACH REQUIREMENTS, AND IMPLEMENTATION OF CG RESPONSIBILITIES UNDER THE MARITIME TRANSPORTATION SECURITY ACT (MTSA). March 1, 2004 We are pleased to announce the winner of this national competition to choose a logo for Operation Patriot Readiness. The winning entry is now proudly displayed on the OPR web site. Auxiliarist Anthony Gadomski, SO-CS, FSO-CS, Flotilla 02-06 in Chicago, is our winner. In Tony’s submission he outlined just why this logo is appropriate. ► The two anchors crossed represent cooperation and strength ► Silver and gold stars represent the Auxiliary and Coast Guard members ► Two red vertical bars represent the blood shed on the 11th of September, 2001 ► The eagle, superimposed upon the red bars, represents our renewed strength and vigilance to “never tire, never falter, never fail”. Thanks again Tony, and also many thanks to all the other members who submitted entries. They were all worthy and represented much hard work and creativity on the part of some very dedicated Auxiliarists.
